No water flow using on-board fresh water pump - Fleetwood Prowler Lite fifth wheel 1999

I am a first time owner of a fifth wheel a and I can't find the fresh water drain valve (so it can be emptied and winterized).

I am also confused about the valves in the water closet, one is a large blade valve (looks as though it is some sort of master cutoff valve) and the other is a smaller valve that may be a siphon for anti-freeze.

I thought I had properly filled the fresh water tank using the potable water inlet until the overflow started and I do get water throughout the system when I attach the city water hose but that's it for running water.

I can hear the water pump running, runs all the time whether a faucet is on or not, but I get no flow of water when I do open a faucet.
