I am thinking about starting an area for full timers to use as a homebase to park their rv.

Covers and utility hookup sure, but what other thing would you like to have in an area that you would use. What is too small? What is to large? etc.

I'd like a good community.

I don't know much about Paris, Texas. Access to medical and dental facilities, expanded shopping, ie. Jobbers and distributors, not just a Wal-Mart and a few big box stores.

State and federal gov't offices for the usual later-in-life necessities of motor vehicle, social security, veterans affairs and the like would be nice.

Cheap taxes, good fire, police and EMS coverage, nice neighbors and beautiful sunsets all come to mind. As for facilities you provide, adequate protection/provision for flash floods, wide sweeping aprons for backing onto lots, attention to the details of good drainage, good sewage handling, adequate water stubs and electrical hook-up points.

Landscaping appropriate to the region and rainfall, with features that discourage rattlesnakes, cotton mouths and water moccasins from cohabiting with rats, earwigs and cockroaches.

Home base - Full Hookup

In our case all we need is fhu (Full Hookup). Where would this be ?
