If on a permanent sight and plastic pipes are hooked up directly to septic system, can we leave our black water tank open all the time?

No. Unlike the plumbing in a home, the RV toilet doesn't have enough water per flush to completely empty the fecal matter and TP from the black waste tank. Instead, the liquids drain away, allowing a miniature mountain of feces and cellulose to build.

Instead, just leave the grey water waste valve open to allow wash water from sinks and shower to drain away without building up, provided the temperatures outside are above freezing.

If the temperatures are at or below freezing, proceed as if you were camping and only dump when the temps are as moderate as they get for the season and dump black tank followed by the grey water tank.

Good luck. If you really want a flush toilet, get a "park model" trailer if it needs to be semi-transportable -- they have a conventional plumbing and waste system.
